what they do fear is the idea that any oppressive action they might take could result in immediate corrective action. the idea that every citizen could be armed and prepared to fight back.

we do not need some temporary uprising, but rather a systematic change in how we interact with the oppressors in our daily lives.

Au contraire, the number and scope of protests all over the world has steadily increased since the 1960s. One could rather argue that police don't fear riots because those are an opportunity for unmitigated police violence.

Which is why, in countries without gun control, police shoot first and ask question later. In countries where police do not need to fear random citizens shooting at them, police conduct themselves much more civilly.
