Satellites cost way too much (you need much better cameras to get decent pictures and a way to get them into orbit), and while I can send a drone anywhere I want when I want, you're stuck sitting there waiting for one of your satellites to be in position. Satellites are great for communications and navigation, but they really suck for surveillance.
